Gas or electric, all of them require some cognitive awareness. When my grandmother was very old, we would just turn the gas off to the stove. The knob was right on the wall next to it but she wouldn't remember that from one moment to the next. Overall, though, I'd say electric is better in that situation.
Electric isn't without its issues, though, a neighbor had massive smoke damage to his rental house when the power went off. There was a pot on the stove and no one thought to turn it off. Power came on when no one was home, pot dried out, ruined the entire kitchen and did damage throughout the house. Sure, gas outages are really bad for that reason, but they're VERY rare and carefully managed. Around here, power outages are routine.
