I worked in the cable TV industry for years, and the thing on the left we use to "core" the main line outside on the poles, or underground in order to put the large fittings on that connect to the amplifiers, and taps that your cable to your house connects to. You have to cut the line with a pipe cutter, then either by hand or with a drill take that tool and it stripps the aluminum jacket, and cores out the dielectric then exposing the large copper conductor so you can make connections.
There is no use for it outside of that industry that I could think of, unless you want to pretend it is a lightsaber, and play Star Wars out in the back yard... LOL!!
