Old Black Diamond tool stand/cabinet - any info?

Hi, all -

Picked up this grungy old Black Diamond tool stand (?) on marketplace. Seller said it was a drill press stand. Not sure about that. Other than FOUR layers of paint and a ton of surface rust, I expect it to clean up fine. Destined to become a stand for my smoker, but I’m curious if anyone can identify/date it or suggest what it was actually used for?
