Old compressor help

I was given an old compressor - nothing terribly old - I would guestimate 15-20 years perhaps? I could find out for sure.

Anyhow - it works great, however I notice a sticker basically showing the importance of draining condensation because a rusted tank can explode. This is a 3 hp 12 gallon tank. It does have some surface rust on the bottom.

How risky is it to use this regularly? Im only running 100 psi or so. Thanks

It has surface rust on the bottom of the INSIDE?

Basically, drain the water out every now and then and you will be fine. If you ever see major cancerous rust coming through the bottom of the tank, drain it of air and stop using it. But you really have to neglect one for anything like this to ever happen, and even if you do it probably won't happen.
Drain it every now and then and don't worry about it.
