I believe that is a somewhat rare "builder's saw" model. It could be used as a normal table saw, but the blade arbor is on a sliding mechanism which allows it to be pulled through a stationary work piece. The handle for pulling the blade through the work piece is not on this saw - it comes up from behind the blade similar to a splitter but with a handle on it also.

With that badge on it - post war to early 50's would be my guess.
