No significant dollar but does have the interesting value. Missing the adjustable collar lock handle... further deduction.

I collect them. I get them from $1 to $10 at garage sales. There are some rare ones that get up there, but that isn't one of them.

No, not even in Hollywood is a rusty old B&D 1/4" drill worth $50.

If I saw it at a typical garage sale, if it ran smoothly and if the chuck wasn't rusted solid, I might offer $5.

FWIW, the old D-handle 1/4" drills are more comfortable and better than the new battery powered plastics at punching a lot of small holes in steel plate, frames, angles, and the like. I've got a Thor I use all the time.
