Old Hand Winch

Here's another one. This appears to be an old hand winch. The number 400 is cast in one side. The lower piece has Pat Pend and Patented stamped but I don't see any other markings.

Any ideas on how to locate manufacturer's markings/stamps?

It looks similar to a Ramsy wonder winch that are now electric but used to behind turned.

Is there a lock mechanism? It looks like something you would have found on an automobile carrier on a rail road car, used to cinch down the vehicles for the trip.
