Old paint can/bottle opener???

I don't think this is a car guy garage item but it could be a garage/workshop item, maybe....
I bought this for the plastic and because I like whatchamacallits. Nobody was sure but one guy thought it might be a paint can opener. The bottom looks like that part might be a bottle opener.
So, any educated (or other) guesses on this?

Use it for a beer opener when your out working in the garage. It is cool looking.

So... that current line on ebay groups is.... it's a lid lifter like you'd use on hot cast iron pots etc. Kind of makes sense to me. But it is a great beer bottle opener too
