Looks like a Rockwell gear head drill press, Also known as a gear head drilling machine.
Pretty much slower speed units used in commercial shops for drilling metal.
Some models also had a foot pedal for switching from forward to reverse when used for tapping.

Try searching for:
"Rockwell EFI-1" which is considered a 20" machine, I believe the model was 70-100?

"Rockwell EFI-2" which is considered a 24" machine, Not sure on this ones model#

Looks like a 70-130, EFI-2T as it looks like it has the drill/tap switch on the front and the foot pedal on the right side of the base. These were made for Rockwell by EFI in Portugal. Very nice units, speed range from 90 - 3360 RPM and 6-3/4" quill travel. I have one that needs some repairs and TLC if I ever find some spare time. There is some info on Vintage Machinery, but it's under Delta, not Rockwell, strangely enough.
