I picked these 2 old Stanley spanner wrenches at a sale, but what are they for? The longer one is 22-32956.01, the shorter one is 22-28102.00

As a pair, wondering if might be for changing the blade on a table or Radial Arm saw. Only a couple online, all on eBay. Did not show up at ereplacementparts.com.
