I had a friend give me this old jack, the ram has given out and I have no idea how to rebuild or replace it. Any info would be appreciated.

Would it be as simple as modifying a bottle jack?

Most bottle jacks have an adjustable portion that screws in and out.

Could you weld something to the top of that to hold the cross bar?

Or fabricate some a piece to hold the cross bar that takes the place of the adjustable portion of the bottle jack?

Rebuild it! If you don't need it then sell it to someone who does. Just get a rebuild kit for the jack, media blast the rest, paint and reassemble. Done.

My first thought was to mod a new jack but I'll lose the swivel handle. As far as disassembly, the jack cases is welded to the baseplate. Maybe the ram unscrews?

I'll admit, I've never attempted to get inside a bottle jack
