Old USA made Chicago circular saw question

I got this saw from my grandfather. But never tried to use it until the other day. The blade doesnt seem like its tight because it will spin independently of the motor. I cant figure out how to tighten it more. Do i need some special wrench for this thing?

Did you notice the center of the blade and the protected paint?
It might be where a spacer went.

I had assumed the protected paint on the blade was because of max cutting depth. There is no wobble in the blade, i feel if i could lock the motor up by carefully sticking a screwdriver in the cooling fan or something that i would be able to tighten or remove the blade.

That's very similar to an old green plastic Rockwell, if you have the ability to hit it quick with an impact wrench or drive counter-clockwise to remove the blade retaining bolt, you can then clean everything and assess if any dirt or grease might be allowing slippage. After it's clean, tighten using the same method clockwise. The spring tines radiating from the center of the bolt are to limit pressure onto the spindle washer that's supposed to allow slippage only when the blade is bound or hits something.
