Almost certainly a Chinese-made vise and not very old. I have yet to see a vise with a giant number cast in the side that wasn't made in China. As a rule, vises made in the USA say just that (with a few exceptions).

Generic chinese vise sold under multiple brand names including Allied and Alltrade.
