Older Vent-A-Hood Fan Switch

I have an '80's Vent-A-Hood Range hood, with two exhaust fans, one runs CW the other CCW. There is a two speed switch to control the fan speed of both motors together. Trouble is the "Lo" speed is almost as high as the "Hi" speed. I like the "Hi" speed, for quickly clearing out cooking smells, but I want a real "Lo" speed. Any ideas what I can do? Is the switch faulty? I've seen rheostat kits for fireplace insert fans--would one of those work?

I just got this vent-a-hood, but I think it's been doing this for years. I don't know if it came like this tho. It belonged to friends who had a housefire. I got it from them.

Like I said, I want a real Lo speed on this exhaust hood. I don't care if it was designed that way... I want to slow it down on Lo speed. A rheostat would work if I can get one to carry the load of the fans.
