I have seen spray paint do that if the surface is hot, let the wheels set in a cool area (out of direct sunlight) before you take them out and paint them. If that doesn't work you probably need to start over and skip the whole WD-40 part.

I shake the living daylights out of a rattle can with the sawzall. Neighbor swears by leaving the can in a pot of hot water for about 20 minutes before applying. Your results may vary.

I spray gun painted a large cast iron vertical bandsaw one time around 1979 with floor and porch enamel outside in freezing temperature and it came out great! I was bored being in the house so drug the saw out of a small storage building and went at it. I had a compressor small enough to run from a drop cord at the time.

(Still not understanding the science of why it's leaving a grainy surface instead of a very lightly coated surface,
The paint droplets are drying while travelling from the spray can to the wheel and turning into little drops of hard paint before landing. Not all of the paint is doing this.

Someone else mentioned it could also be caused by paint bouncing off of one side of the wheel, drying in flight, and then landing on the other side as over-spray.

Both scenarios make sense, and both have equal weights of annoyance! 😁

But I'm "enjoying" the journey now, and will enjoy the destination once I (hopefully) get there!
