Wiring and what not looks right, but I would lose the copper wire to the vise and use re-bar tie wire. A couple of bucks a roll at any big box store. The copper linking the rebar anodes is fine to use as it's not going into the soup.
For the water/solution - Washing soda or Spa/pool chem PH +, I use the latter maybe 1/4 cup per 5 gallons.
Charger: does it have a transformer or is it Solid State? (light = SS heavy = Transformer inside:
SS may need a battery in parallel for it to "see" a load. at least one guy got the anode and cathodes close but not touching and got his to "see" the load and once going it kept going so you can try that.
Suggestion: the long walls of the that type of tank tend to bow out? so if you put the wood on those side and the "bridged" the short direction (you would need to re-drill 2 holes), and then screwed them together, it would help hold those sides together.
