Is the minimum starting bid and the reserve the same thing?

No. The Reserve may be much higher!

I see some auctions that say "reserve not met" and then I see some auctions that only list a minimum starting bid; that's why I was asking.

I have seen the same thing at live tool auctions. if you go to an auction you would think you should know what the stuff is worth.
last auction I went to people were paying more than new for sets of 123 blocks but I got a starret and an enco height guages for $20 each because nobody else raised their hands.
a Bport mill missing the head and a few others parts went for over $1000.
