Overhead garage door

Okay, so I have 2 16x10 ioverhead doors. Each door has four 21" panels and two 18" ones. How should I put them together so it looks best. The bottom panel is a 21", but the rest can all be anywhere in the door.

I can't make up my mind between

Some manufacturers label the top section as such. They do this when reinforcing the section for a opener. The sticker is usually on the side of the style.

Very few people with out really looking over a door will notice the difference in section heights.

The 21" section will have more flat reveal for the top weather strip to seal.
