You're not going to get that small tank refilled, it's a "disposable" and I don't think those were offered for very long. A failed marketing scheme. Those regulators look like Harris though and most likely are standard fittings. Probably cga-540 and cga-510, look the regulators over for stamps indicating that. Get yourself a barbeque sized propane tank and a smallish oxygen tank (from a local gas supplier) if so.

Real MAPP gas has been out of production since 2008.
What they sell now is call MAP Pro which is nowhere near as hot a MAPP.

Turbo torch tips can heat copper pipe to red hot pretty quickly just using propane.
A quick chart of temperatures says
2800C temp for propane with Oxygen,
3100C for Acetylene with Oxygen,
2925C for Mapp gas with Oxygen.
CGA-170 and CGA-600, but I think the 170 could easy be changed to 540 or similar.
Three local gas suppliers have never even seen or heard of this size cylinder, let alone they were not able to help me figure out how to exchange or refill it.
Maybe this is just a trivial and petty concern, but replacing the oxygen cylinder with any alternative means it will no longer fit in the carrying tote.
Does anyone make a carrier for a disposable Map and 20 cu. ft. oxygen cylinder?

Actually, that is NOT a disposable cylinder. Disposable oxygen cylinders (Bernzomatic makes those) are based on the same construction as disposable propane cylinders, and are filled to around 300 PSI.
That cylinder is a real high pressure cylinder, probably filled to around 2200 PSI. It looks to be around the size of a medical "B" sized oxygen cylinder (where A through E represents cylinders of the same diameter and increasing length, and B is not at all related to the B sized acetylene cylinders).
However, even though that cylinder may be refillable, does not mean that you will want to fill it. 7CF is absolutely tiny, and may only give you a few minutes of working time, so if you only own one, it's going to get annoying fast, even if you can find someone to refill it. Plus, it's almost certainly out of test date, and it will likely take many months of waiting if you decide to send it out for recertification.

Make that your first welding project.
Just keep in mind that when it comes to pressure cylinders, diameters are nominal. I made a carrier for the argon cylinder to stand next to my TIG welder, and one day I got a replacement cylinder that was just a tiny bit too big to fit. So, leave some padding space in there.
20 ft3 oxygen and an MC acetylene is the 'classic' Port-a-Torch.

Harris is part of Lincoln, the 'gas' and brazing part mostly.
I've seen two 'types' of Port-a-Torch carriers.
The plastic 'sled' (shown in the link I have above, pretty much like your existing carrier) and a plastic 'open cage' type as in the link below.

A CGA-170 connection is for "lecture bottles", small cylinders for use in a lecture demonstration scenario.

Note that Grade T oxy-fuel hose MUST be used for "alternate" fuel gases (anything other than acetylene, which can use Grade R hose).
And I agree that your existing 7 ft3 oxygen cylinder is NOT a disposable cylinder, it sure looks like a refillable high-pressure cylinder.
But you'll have a 'problem' getting it recertified and refilled, so it is pretty much 'disposable' now.
