You're not going to get that small tank refilled, it's a "disposable" and I don't think those were offered for very long. A failed marketing scheme. Those regulators look like Harris though and most likely are standard fittings. Probably cga-540 and cga-510, look the regulators over for stamps indicating that. Get yourself a barbeque sized propane tank and a smallish oxygen tank (from a local gas supplier) if so.
Actually, that is NOT a disposable cylinder. Disposable oxygen cylinders (Bernzomatic makes those) are based on the same construction as disposable propane cylinders, and are filled to around 300 PSI.
That cylinder is a real high pressure cylinder, probably filled to around 2200 PSI. It looks to be around the size of a medical "B" sized oxygen cylinder (where A through E represents cylinders of the same diameter and increasing length, and B is not at all related to the B sized acetylene cylinders).
However, even though that cylinder may be refillable, does not mean that you will want to fill it. 7CF is absolutely tiny, and may only give you a few minutes of working time, so if you only own one, it's going to get annoying fast, even if you can find someone to refill it. Plus, it's almost certainly out of test date, and it will likely take many months of waiting if you decide to send it out for recertification.
