I was struggling a little deciding how high to make the handles, do you have any thoughts on that?Looks like you have a holder for tools but I might put the handle a bit higher, and a larger place to store different handles/tips. I haven't done a lever calc for a while but if it's prone to tipping because of that back weight - it could be dangerous. Looks like you put a way to roll up a hose - maybe a bit tight but that's always handy.
Bonus points might be a quick release for the propane if you use it to fill up small propane bottles like I do.

In my opinion, I'd make the hose hanger longer unless you are using short hoses.
Those handles look like an accident waiting to happen. I'd consider making it a u bar for better grip.
I'd use solid tires to avoid the inevitable flat.
The position of the propane tank is going to be a shin buster when you go to move it and really hazardous if it falls backwards with the oxygen tank on top of it.
I keep my oxy-ace cart chained up flat against the wall to keep it safe and out of the way.
You may want to consider a side by side set up.
I'd stick the work tray higher up near the handle too for ease of access.
When I saw it initially I was thinking being able to roll the hose and not make the coil too tight. So maybe a test run on coiling it and seeing what an ideal height would be to not be obstructive.Thanks for the feedback. Is a 20lbs bottle going to have enough btu withdrawal rate to handle the torch/tips you are using? If its cold out a 20 lbs bottle at freezing is only going to put out 60,000 btus per hour rate. A decent rosebud can like a #8 puts out 90,000 btus per hour which would cause a 20lbs bottle to struggle at 70 degrees.I am working on designing a cart for my oxy propane setup, and wanted to see if anyone had any valuable input for me. I plan on using 14ga 1" square tubing and 3/16" plate. The oxygen bottle is a K and the propane bottle is 20lb. 10" diameter pneumatic tires on a 5/8" axle.

A 40lbs bottle should be large enough to support most torch operations.
Also, my first cart I made and used 10" steel wheels. It was terrible to pull around. Larger wheels work much better.

Thanks for the feedback.I prefere an inline layout as opposed to the side by side. Fits better in narrow spaces but need More pull to lift up. The rear mount fuel will be nice to move, but will be more prone to toppling over especially while changing the Oxygen bottle, will likely mean removing your fuel bottle (propane) your handles aren't my favorite but are pretty standard hand cart design. You could consider cutting down a standard hand cart(?) preferably with the hoop handle.That will not address the wheel size mentioned above bigger is WAY better than the little 10's those come with. My fire stick kit came with a cart, 5" wheels, not fun if you run over a big piece of dust, a pebble means two hands [with a single grip on this cart]. This should be replaced, one day, I hope. Tool box/shelf needs to have a tall back so as not to self empty every time you move it, and in accordance with GJ fashion, bigger isn't enough! As alluded to above adding a tie-off is an excellent idea to help keep her upright. Harry
P.S. a bigger tube diameter [@ the appropriate length] will help to not cause the hose to take an inconvenient "set," also consider a squirt bottle and fire extinguisher as availability/projected need arises!
