recently swapped out a tank, an the local welding supply was really busy. the store manager came out looked at the tank, and started whining about the collar tag. saying he had to go an look up the company to verify if still in business, an if so he had to refuse service. if out of business he could swap no issues

he goes in and few minutes later comes out an tells me they are still in business out in Idaho. which I knew was total BULL as the company was semi local to me back where I grew up in the Midwest. So I call an talk to the company which took a 30 seconds of google work. called them up an they told me they sold there gas divison to Airgas, and they are required to handle customer own tanks as part of there sales contract.

Took the tank to Airgas told them the rough history, they do a check in there computer, and swap the tank out for a slick neck cylinder.

About 5 years ago I bought two "T" sized tanks from an auction. After using the gas in them I took them in to Norco for a refill/exchange and they told me they couldnt do it because they were leased tanks owned by Norco. That sucked.

I just sold a Oxy/Ace setup on CL. I bought bottles from LWS, refiled at another (airgas), no one cares. Buyer didn't look at dates.

It's been a couple of years since I exchanged a tank but in my prior experience the shops around here don't care. I bought two small ace tanks off a guy on CL and they exchanged it for one bigger tank. I bought an oxy tank off ebay and they exchanged it no problems, I bought a weld gas tank with a welder and they exchanged no questions asked. I bought some co2 tanks off a closed restaurant that said pepsi and coke on them and they would not fill because I had them in the trunk of a car but they told me to go down the street to an affiliate that would fill them no questions asked.

Ministry/DOT regulations, gas cylinders are to be secured and transported vertically. The enclosed trucks you are seeing are typically curtain sides, so not "enclosed" just sheltered. Flamables in a enclosed air space is bad, anything in the trunk isn't actually separate from the cab so fumes are therefore potentially dangerous to driver/occupants. Costco doesn't have a dedicated space for propane refills so they don’t see you put them in the car, same with these exchange a tank automated kiosks(?). Notice train cars for automobile transport aren't enclosed just screened/sheltered? Same thing appearantly, I was [a long time ago] told enclosed car trailers aren't legal for auto transport, law enforcement unknowing, turning a blind eye, out of their jurisdiction, or rule changes IDK? Ace tanks are full of a porous carbon that holds gaseous gas. Ace is liquid when it's injected into the tank and the gaseous condition emerges up into the carbon where it is discharged through your regulator in gaseous form. Having ace tanks on their side can enable the liquid to seep into the hoses where it can be dangerous. I was taught to wait an hour for the liquid to settle back to the bottom after being on it's side. This is how I learned it in the 70's when I got my gas welding ticket and I've always followed that routine.

I realize that you're in Canada so regulations are different but do you have a DOT reference for this? I researched it a few years ago and was unable to find any DOT regulation specifically. I did find some OSHA requirements for transporting cylinders vertically but that was only regarding jobsites and not on the road.

i swap out a bottle at airgas. that i owned. They didnt have my size so they gave me a bigger, just for price of gas. they really dont care about the bottles, they want repeat business,
