My garage wall looks like following. The constructor didn't finish it, it is very common in my area.

I want to paint the garage wall. Do I just need use prime first, then semi-glossy paint? Am I missing some steps?

It's no different from painting any other wall. Semi-gloss is not required, you can use whatever sheen fits your needs.

I would prime with a oil primer then two coats of top quality eggshell or pearl finish. This will allow you to wipe the walls if needed.

I'd finish the Sheetrock first. All they did was fire tape it. You still need a few coats of Sheetrock mud and then texture. If you paint that as it currently is it will look like ****.
