Painting a knee wall

I have an 18" high knee wall in a new garage build. What kinda of paint should I apply to smooth out the finish? Do I need to prime and or seal first?

Concrete block or poured?
Smoothing is hard if it is block. I don't have a good answer. Definitely prime it though or it will soak up paint. I used an oil based primer and Sherman Williams and their paint. It is definitely not smooth, but looks awesome.

I used a UGL primer and their paint on my basement walls. Simple process and it held well.

I wrapped the floor epoxy up my block knee wall.
