Painting garage drywall with drywall mud?

Please see pictures, it looks to me as if drywall mud had some level of white paint mixed into it and was applied then as ”paint” for the garage walls?
If I’m correct:
How/what’s best way to apply?
What is the mixture/dilution? How much paint mixed with drywall mud?

If I’m wrong, what is it? And same questions as above!

This would be completely new to me. But instead of prime and paint over it, I’d prefer just to stick with it and touch up and finish some areas that need it. You can see in pics some areas are thin/non existent with coverage, others have “flakes off”. House was built in 2017 if that helps figure what it may be.

Looks like troweled on drywall mud to me. It will keep peeling and cracking. You may be able to get the real loose stuff off, patch with more mud and cover with paint and be good for a while. I would expect it to need continual touchup.

Thanks for the great feedback. I will purchase all you describe and do it best I can! It was a spec home so I’m sure they just threw it on quick.
Is the paint mixed in with the mud? Or is that the mud they used white color with no paint on it you think? I have a hard time imagining they spent the time to paint it after mudding to save time LOL.
The reason I just want to roll with it as is instead of painting over entire garage (which was original plan) is because if/when it continues to flake off over time, I want to be quick and easy on touch up vs paint match and repaint every so often.

A simple test would be to take a wet rag and rub a spot a bit. If the joint compound dissolves, basically your dealing with plain old pre-mix that comes in a box or a bucket. If it doesn't there could be paint mixed in or it could be one of the hot-mud mixes that uses a chemical reaction to harden instead of water evaporating

Chances are it is just plain old pre-mix joint compound and it will dissolve with water, but you never know...
