I have small section of 12"x8.5" cement floor that I want to paint for easy clean up. the floor was painted long ago and has peeled or worn some, but nothing seems loose. What would be the best type of paint or is there a special type of paint I can use to just paint over it? It's for a workshop area and will see metal & wood shavings, some auto fluids or cleaners that shouldn't sit on it long.

We used to paint our shop floor once a year with the cheapest white enamel we could find. With chips, spills, scrapes, brake fluid, etc... there was no reason to use an expensive epoxie. And it was nice to have a fresh clean work space that reflected light very well.

An epoxy paint is the only way I'd ever paint a cement floor because I don't want to paint it once a year! My 2 cents.
