Painting over vinyl tiles

Years ago I had a workshop/garage floor laid and the finished job was so bad the builder laid rigid vinyl tiles all over to fix it up. It was fine for a while but is now impossible to keep clean.

I would now like to seal over the tiles with floor paint of some kind so that I could have a nice shiny light grey floor which I am happy to repaint every few years.

Will be grateful for any advice on preparation and products; doubtless I can have the existing floor sanded but I wonder what to do about the tile joints.

Not much you can do that will last on the vinyl. Rip it up, remove the left over adhesive and then put down what you want. This is a concrete floor I take it?
