The question is how to paint previously unpainted popcorn ceiling.
I recall painting apartment ceilings but I'm pretty sure they were previously painted, actually with each new tenancy.
Will a deep or split foam roller do it without destroying the texture?
Tape off the room and use an airless sprayer (ideally the ones that look like small pressure washers - not the hand held kind). Makes quick work of the ceiling with great results.

Built in '83 and what I have read asbestos was banned in in the finish by 1980 here because our state followed Federal standards but it's worth a look.
If it’s ‘83, probably not asbestos. You could always scrape a small piece off and have it tested ant a lab. Another option is overlay it with 1/4” drywall. Yes, you’ll have to tape the new drywall.
