Guys,
Can I receive romex from both top and bottom of the panel? Wasn't sure of any code relating to this. Thought I would ask before I install. It will be inspected

Yes, it needs to be stapled shortly after it leaves, within 8 inches or so.

Make sure you use a 'bushing' where the romex goes through the knock-out hole in the panel. Standard ones require a nut on the outside of the panel box, and there's times when retrofitting/adding wiring where you don't have access to the outside of the box. For that case, there's a special bushing that pushes into the knock-out from the inside of the box.

I was wondering about that sharp edge cutting throught the romex. I figured there was some sort of grommet or something out there for it. Thx buddy

They make a plastic Romex connector that pops into the box. Some may call it a bushing. I'm not so sure "plastic Romex connector" is the proper verbage.
As far as the nuts on a standard Romex connector, I have never seen one on the outside of a box unless they were installed backwards

On this side of the border,if it has a main breaker partitioned off from the rest of the panel,no branch circuit wiring shall enter that area.If no main breaker,then you may enter on any available side of the panel,top or bottom.

That is a Canadian thing, it's not a requirement here, but that reg is why there are sideways mounted panels in Canada, but it is strictly prohibited by the NEC to mount them sideways. (NEC section 240.81)

Sorry, poor wording. The nut is on the inside, but you need access to the outside to push the typical metal clamp into the hole so you can install the nut. The plastic bushing avoids that problem. Looking at the web, I see the device called a plastic bushing in several places.
