When I originally did my garage floor 18 or so years ago, I wasn't too concerned with perfection. Purchased a basic Rustoleum kit from the big box store and didn't bother to fill any divots/cracks that were there.

I'm looking to upgrade next year and would like to level off the entire floor before applying a higher grade epoxy. In the picture attached you can see what I'm attempting to correct and the entire 400 sq ft has a similar condition. What would be the the best way to achieve a more consistently smooth floor? What products are recommended? I assume best to level first, then rent a grinder to smooth out and remove old epoxy?
