Hi everyone
I have been looking into some air conditioners that I could use but they all cost over 500$. So I have come up with 2 different plans:

1: have a Peltier refrigerator 1/2 filled with water and have a small pump down the bottom feeding cold water through a heater core that has air beating pulled over it by a 120mm fan. All in a box😄

2. A Peltier component with a heatsink in either side. One that draws air in from the room and cools it down and the other that takes air from the room and heats it up and rejects it outside via a tube

Which one would be better?

A refrigerator without an outside heat discharge will heat the room no matter how cold it gets the water.

Theoretically a large-scale Peltier device or a collection of them could cool a space, But a single device won't make a dent in the heat in a room.

I don't know how room AC units are priced there, but you can buy small ones for $100 in the US.

Not only as stated above , absolutely no other information ? How do you know what your heat gain is ? Figuring A/C is just like heating but the opposite .
Rather than a heat loss , you need to figure out the heat gain .

A Peltier device big enough to actually provide air conditioning will cost well over $500, also it would be much less efficient than a vapor-compression air conditioner.

Buy a window unit and be done with it, or if you have the water and environment to handle it an evaporative cooler.

By peltier, you are using thermoelectric elements. I've been in this business for 40 years. We made the thermoelectric generator on Mars now powering the Curiosity rover. The problem is the efficiency is not good. You'll be lucky to get 5% efficiency. Not the way to go for heating or cooling; go with a standard heat pump or AC.
