Lol. That depends on about a billion and a half factors... are you serious?
PTACs have **** EER ratings. If you're concerned about running cost, get a split system or mini split. IMO in cold climates, unless you have radiant heat, a traditional split system with high-efficiency gas furnace is the way to go.

Some are resistance .. not all are heat pumps.
Even the ones that ARE heat pumps still have a heat strip for when it gets below freezing.
