Photo Albums ?

I have two photo Albums here and both set to public for visibilty yet I also see another setting that allows Friends and Mods / Admin to view. I am wondering why my Albums and photos posted to forums are not visible to every one on the forum ?

and find not every one can see the photos I have posted from my Albums here on the GJ forum.

Further information even though Albums have been set visible to all it appears only mods and friends can see the photos posted.

Edited Note: Waiting for a reply from Bull or Ryan as I understand they are discussing the issue / problem in the Mod section.
