Photocell light flickers when turned on?

Is this a simple fix or do I just trash the light? Is there a ballast on these LED security lights? It started off only doing it when it would rain and then would work fine after it dried out for a couple days.

It's filling up with water. Find out where the water is getting in and caulk it.
