picked up a Hein Werner 4 ton

I picked up an old Hein Werner 4 ton and I have a few questions.

I'm not sure if its low on oil but when jacking up my truck it only lifts at the last bit when the handle is almost horizontal. Also I don't see any bends in the frame but when the jack is fully lowered it rubs against the frame and can get stuck when coming back up.

Well it definitely looks like the Frame is pulled inward near the front of the Jack, You can see where it used to ride by looking at the axle shaft. Is the Main Pivot nuts tight? It appears the Lower cross shaft is in place, OEM had a shoulder to prevent Over tightening but maybe it was replaced and hs been tightened too much and has pulled everything together? I don't recall those models utilizing any pins on the individual frame rails, so I think its something simple. Without having the Jack here in front of me, I cant speculate about whether or not its operating normal, but the Handle does have a adjustment that changes the quadrant of how the jack operates to allow it to be used under cars etc..
