When I choose a pic to upload it says send then upload fail. What am I doing wrong

What steps are you using?

Here's what I do and never have an issue. Go Advanced, Manage Attachments, Choose File, (find the file you want), Upload (sometimes takes a minute to upload correctly), Close This Window, Submit Reply.
