I have similar lights in my shop. Each side of the shop has a string of outlets running down the center, spaced out based on light position (10' outlet spacing?). Each outlet feeds 2 lights.

Are there a lot of safety problems reported or even a few? not that I know of
Is it code compliant? I don't know but leaning towards NO, not strictly compliant. The code requires the fixture to be "directly under the receptacle" and I don't think a string of these extending to a second fixture is that. I would only note code development is a slow, methodical process and I'm not sure this type of fixture - especially with feed through - has been around long enough to get attention. If I had to guess, sometime in the next several cycles it will be addressed. Seeing that the fixture is listed (UL or other NRTL), and absent significant reports of it being a hazard, it will probably be accepted, with the "cord being visible" emphasized. But that's a guess.
So is it acceptable to you and me? Yes. Is it acceptable to a building or fire department? Some at least.

The last contractor I worked for had a good reputation, due to his doing exactly what the customer wanted. He called it "keeping the customer happy"
Wherever the customer didn't specify an exact location, he would install a cord drop.
The drops would reach the floor with the spare cable rolled up on the floor.
All the boxes used were regular 4-S. (partly punched out KO's often shorted the circuit)
That's when I decided that I've had enough and went into business for myself

Pretty sure code does not concern itself with residential plug-in lights, but I've been wrong before.

Well, sort of came back to beginning - cord and plug connected shop/garage lighting. The code is consistent on not using cords - portable/temporary wiring - in place of permanent wiring. Then specifically requiring fixture directly below receptacle.
