Curiously, the two pages of "Consolidated" at ITCL make no mention of "wrench", so this may not be the answer you are looking for.
Your odd double-end box wrench was manufactured much later than 1923.
It's weird enough being 1/2" x 3/4", but what's up with that "offset-no-offset" head action?
What's a side profile look like?

Looks like it was made from a 5/8 x 3/4 forging.

Possibly made to be furnished with a specific machine using those sized fasteners. I have a small wrench for my Sheldon lathe that has a 9/16" open end and a 3/8" square box end. The wrench is stamped "SHELDON". The lathe has numerous 9/16 adjustment nuts and the 3/8 end fits the square heads on the set screws for the tool holders.
