Pin wrench or spanner?

Got this tool recently. No makers ID. Others have guessed some sort of spanner or pin wrench. Just curious what opinions are in this forum. It's 8 inches long. Five spread pins on one side, six tightly placed pins on the other. Set screw in the middle of the mounted lug. If you know it's purpose or manufacturer, I thank you in advance

I've made several of this type for gland nuts that thread into a housing of some sort where external flats are not possible. Last one I made was for disassembling hydraulic cylinders on an injection mold. It appears to be used when servicing a specific piece of equipment or machinery, hence the double end. Can't identify what it's used on, looks shop made, even OEM often has a shop where tools like this are made and offered for sale. With pin patterns like those I'd say it probably encouraged the sale of the service tool.
