Any information on the age and maker of these? Is there a handle (wood?) missing on the thin round handle? Thanks

A very popular tool in Europe in the middle of the last century. Those aren't Rheidco, but Rheidco made them in that style and a similar very popular adjustable plier-wrench in the same style. No missing wooden handle, although they do have that appearance commonly eliciting the same thought. Yours is probably Russian. That branding looks Cyrillic. There is another similar example posted by @Fred Knox here...

I found a similar pair at Lee Valley years ago, and said to be Russian made...
