Please identify this Magnaflux tool

I'm responsible for the Magnaflux machine at work. Somebody found this tool and gave it to me. I have no idea what it is used for. The octagon thingy rotates on the top and bottom pins, but not that easily. Pictures show front and back.

Can anyone tell me what its use is?
