My bet is on parker, park was a company that made tool boxes. Judging by the type of pliers(Pipe pliers?) I would think parker, because if you google parker it comes up with pipe tools.

I think you nailed it. They looked familiar when you first posted them but it just wasn't ringing any bells here. Example from an older ebay listing below. I believe the "cut out" machining is a pretty clear indicator.
