I believe someone told me years ago on ToolTalk but I can't remember. Park or Parker maybe?

My bet is on parker, park was a company that made tool boxes. Judging by the type of pliers(Pipe pliers?) I would think parker, because if you google parker it comes up with pipe tools.

Those are "Parrot Jaw" pliers. The handles are just like Channellock, and the jaws are just like the Channellock version.

I think you nailed it. They looked familiar when you first posted them but it just wasn't ringing any bells here. Example from an older ebay listing below. I believe the "cut out" machining is a pretty clear indicator.
