I'd say it was in service in the late '40s, because the Proto sticker wold not have bee laid over the top before that.

Were boards like this primarily used by stores that sold Plomb tools, or did mechanics ever buy them for keeping things organized? I've always been curious what the primary market was for the tool boards.
