I don't know if you guys saw the photos of Outlaw's recently cross-country CL acquired 9989 Master Tool Chest, posted in the 'Toolboxes' thread, but it has some interesting features.

Some stenciling, for one thing. I am curious for thoughts on that. It smacks of military, with an unknown number and a reference to packing, but it's a little odd, too, redundantly identifying it as a "PLOMB TOOL BOX" inches from the embossing on the lid identifying it as a "PLOMB TOOL CO" box.

On the other hand, it has the removable tray in it, which was discontinued in WWII, making me think it could be mid-1930's.

As promised, some catalog excerpts of No. 9989 Master Tool Sets...

Pic 1 is from the 1936 catalog, Sets 9989-D, -E, and -F.

Pic 2 is from the 1941 catalog, Set 9989-G. (Sets -D, -E, and -F were pretty much the same.)

Pic 3 is from the 1943 catalog, Set 9989-A.

Pic 4 is from the 1943 catalog, Set 9989-B.

Note that in 1943 they dropped all the other variants and from 1943 to 1946 Sets 9989-A and -B remained the same.

But I am convinced your chest is from the mid-1930's. While we see early war boxes with the old logo, that tray was dropped.

But I missed noticing the missing hasp. One bottom corner needs spot welded, not sure my spot welder can reach... It has some rust, but nothing Evaporust won't take care of.

I propose the the stencil says "PACKED IN __H____OL" and it indicates that the contents were packed in a preservative oil product referred to by its brand name.

Oh my goodness, the Plomb thread moved off of the first page! I guess it's a good time, then, for me to post a photo of this #36 5/16" offset screwdriver I found today. :) I don't know the age of it, but it looks like it was never used. The snippet is from the Plomb #19 (1943?) catalog.

Here is a midget ignition set with roll I recently found online. Plomb catalog 18A shows this as set 3200D which originally would have consisted of 3210, 11, 15, 16, 20, 21, 25, 26 and #235 pliers. The old tool roll is in rough shape and I have to handle it with great care. The PO had made some changes to the content of this set which included a 1212 and 3025 and the pliers are Indestro 3411. I've shown my Plomb #235 which will replace the Indestro pliers and I am missing 3220 & 3225. I'll try to remember and show the set again once I get everything cleaned and complete.

Thanks to d42jeep sending me the 3220 and 3225, the little ignition set is complete.

Here’s a 1962-63 Proto catalog I picked up recently, complete with price list. It’s funny that they had to include the free ruler with the metric sets to help mechanics with the “rare” sizes. If anyone wants to see a particular page or item, let me know.

Rare is everything. This is a tool made during WWII for the US Army Air Forces. It's a collectible. Its usefulness is not even in the equation. If you're hellbent on completing a WF collection, you want that tool. Pride of ownership. (Not meant to start the inane Utilitarians vs Collectors argument...)

I am not above getting on my knees and digging through rusty bins of tools in the driving rain to get my plomb fix but I won’t bid on that. I have several proto and Proto LA versions of that but I do fully understand the desire to own that unicorn! Hoping someone here wins it !
