plug for hardwire?

I looked inside my plug-in shop light and it seems pretty straight forward white/black/green through the plug line.

Can I take a light designed to be hardwired and wire it for plug use?

If I get a grounded plug wire and wire it white/white, black/black and green/ground...is it safe?

technically speaking, depends on what the manufacturer instructions say. Practically speaking yes. make sure you use a cord clamp

gave it a try today on a hardwire two-bulb T12 8ft shoplight. Worked beautifully!
