Plumbers... Is this right?

Have a vanity I'm finally installing (bought over a year ago) but when I flipped it over I saw this (photo) chip/ chunk "missing"

It looks like someone put putty on part of it - so... Is this supposed to be here to allow an air vent for the overflow? It's a thumb size chunk missing...

It's broken but that won't affect anything. Install it, no one will ever know about that broken spot and patch.

Hard to tell from your picture but it looks like it might go through to the overflow. If it does it will be a problem. If you blow air through the hole I have the arrow pointed to does it come out of the overflow ? If so you need to patch it somehow.

Not a plumber buts that is my opinion.

I'll take the other side, looking at the left side of that "break", it looks like the edge is square cut or molded - perhaps this is a port used for the tooling to form the overflow passage, then a glob of putty is used to seal it up?

In any case if it looks good from the top, check it for seal and it is good to go.

Seal it up with silicone and use it. It's just the overflow which will almost never have water in it, esp. that high up.

What's funny is that both new vanities I installed have no overflow holes.

I came across the same issue recently when I re-did our downstairs bathroom with all new stuff.

I wanted a sink that had the overflow hole in it, but holy moly it was hard to find one! I did eventually find one in the color I wanted, but it took awhile to find it.
