Some area's require a tempering valve on certain tub installs to supply tempered water to the fixture to eliminate the chance of scalding.If it is a tempering valve it will have hot and cold feeding it and a single tempered line going to the hot side of the fixture,as someone else said if you loosen the set screw on the handle then pull it up it will rotate and allow you to adjust the max temp up or down,it may have a packing nut under the handle that could be tightened if it's leaking from there.Your shower would have a adjustable temp. limit built into the valve in some form or another.
