I have a split level house (basically 4 levels but one side is two story above, other side is two story with no being a basement) and I am having problems with the toilet in the lower level (Second level over all but basically at ground level).

Anyway I have orangeburg pipe as my septic line which has eroded away enough to allow ground water into the pipe (in process of replacing if it would stop raining long enough so I can dig the hole completely). For some reason when the septic line has water in it I can't flush the lower level toilet. It immediately fills the bowl like a clog even though it is not clogged. The toilet sits approx. 1.5' to 2' above the main septic line and is probably 3' or 4' from the septic line as it leaves the house. I will try and post a crude drawing and hopefully it makes sense.

Anyway, is it possible that since it is close enough to the main line that it is using the stack going to the second floor bathroom as the vent and I have enough water sitting in the septic line it is blocking the vent and not allowing the toilet to flush?

Basically when we get to much rain the lower level toilet becomes unusable until the ground water basically lowers.

Thoughts?

You have it figured out.
To be sure, just tap the main line where it exits the basement.
I would guess it is full of water.

the pipe is clogged and the water and air can not work properly for the flushing of the downstairs toilet. samething as in an apt building upper floors will flush like everything is fine while all the sewage is backing up into the first floor tub and toilet

orange berg can separate and colapos, it may be leaking water in, but it may also be crushed, (orange berg is basically just a roll of tar paper),

and if it is full of water then more than likely your drain field is hosed, as well,
