Question about running plumbing on an outside wall: I live in Wisconsin and it gets damn cold here in winter. Pretty sure it’s against code to run plumbing on an outside wall no matter how insulated it isIMG_2143.jpeg but what about on the foundation wall which is below grade? I have a 2x2 wall on the foundation wall which is insulated. Can I running plumbing across the 2x2’s? It will be drywalled and the room insulated.

As long as there is heat in the basement,I wouldn't worry about it.

I agree. I wouldn’t think an insulated basement wall would be an issue. Never had a problem with mine.
ps, Add a couple of metal nail plates on that knee wall to protect those wires where the studs are notched.

if they are low on the wall below grade I see little chance of freezing. above grade with minimal insulation( 2") there's a good chance of freezing in cold weather ( IMO)
I also hope you plan to protect that romex that's close to the surface of the framing.

I am in Sun Prairie, WI. Had a basement bar installed and they ran the lines on the outside wall. No issues from plumber, nor the inspector. Our master bath is on the Western side of the house and they have the sink on that wall. Possibly allowed to do it since the water lines are not technically inside the stud wall cavity? May want to call an inspector in the area to get a correct answer.
