I have a 32x36 Pole Barn. Eves are about 14' high.
Walls are 2x4 framed, fiberglass batting and OSB interior siding. Metal outside.

I need to do something to the ceiling.

I can see no roof venting. It wasn't insulated or heated as built.

I am torn between installing a ceiling w/ blown in insulation, and some roof and eve vents or just having spray in insulation applied.

I am in central Oregon, we occasionally see 100 in the summer and 0 in the winter. Niether extreme lasts that long, and it doesn't rain much but our snow load can be significant at times, but doesn't last more than 4-6 weeks.

This shop will only be used for weekend projects 50-60 in the winter and maybe AC for the summer. With added roof insulation temps might be manageable in the summer.

Heat will probably be from a Big Maxx 80k propane heater

Have you checked around for advise or prices -- ?

Nothing works like closed cell foam against a roof deck for heat gain .... I'm using it in my current project under a huge roof -- cathedral ceiling.

Mine is more typical construction .... pole buildings are treated differently depending on type.

Foam for sure. Just the ease of installation and time to install - seems like a no-brainer to me.

Are the eves vented at all? Typical foam buildings are not vented, but non-foam buildings are and it sounds like you don't have a ridge vent.

Add a mini-split (or two) and you'll be fine..
