Actually, it looks to be a nut driver bit with a magnet & teeth that can remove hex fasteners that have been covered over with paint or silicone or... all in one step.Do I have this right?
The tool cuts a circular groove around the screw head that has 5 coats of paint covering the slot or hex and then once you have a slot around the head you attack the head of the screw with Vice grip pliers or a similar tool.
??
I guess the cutter wouldn’t cut through sheet metal.

I'm not seeing it.Something like this could be handy for drywall screws. Find them with a magnet and take them out with something like this.
I was wondering that myself. As the tool is spinning and cutting its way through duct sealant or whatever, how can a guy expect it to grab the hex head of a screw and turn it loose? It appears to have a hex inside, so you are going to turn it down left hand rotation expecting it to engage with only???? depth of head into socket??

I heard it referred to as pookie when I lived in Dallas and that was from 1995 to 1998 and have occasionally used the term ever since.Surely there is a better term for whatever this is referring to than that.

Now, we know the rest of the story.Per my Dad, pookie was a specific type of marine sealant that was used aboard ship to waterproof electronics boxes. It was also unofficially used to reinforce tool handles and custom mold handgun grips. Whenever he ran into a screw that was beyond the range of a normal screwdriver, he would dispatch whichever of us kids was closest to "go get my pookie handled screwdriver" to let said fastener know he was serious.
